Shingo Kameda: Thank you sincerely to ICSO for this recognition. Reflecting on my personal journey, I have gradually come to realize that culture is not merely something to be displayed or consumed—it is, in fact, a highly effective mechanism for social communication.
During my early involvement in various international cultural exchange programs, I frequently interacted with individuals from different countries and social structures. Through these experiences, I became acutely aware that differences in values, institutional frameworks, and social backgrounds often create barriers to mutual understanding. At the same time, however, people across cultures share remarkably similar needs for emotional connection, respect, and care.
This contrast prompted me to reconsider the scope of public welfare: should it remain limited to material support or ideological advocacy, or could it instead be realized through more inclusive cultural experiences that transcend language, geography, and social background? Within this framework of reflection, I gradually established cultural experience as the starting point and core of my public welfare practice—not as a supplementary tool, but as a central methodology.
ICSO: In your public welfare initiatives, Disney IP has frequently been employed as a medium for communication—an approach not commonly seen in traditional philanthropy. From a professional perspective, how do you understand the function and boundaries of cultural IP within public welfare action?
Shingo Kameda: I firmly believe that cultural IP does not possess inherent philanthropic value. Its significance depends entirely on how it is interpreted and applied. I chose to introduce cultural IPs with broad social recognition because they possess a unique capacity to evoke emotional resonance across age groups and cultural boundaries.
When employed with caution, restraint, and a strong sense of responsibility, this emotional power can significantly lower the psychological threshold for public participation in welfare initiatives. It encourages individuals who might otherwise remain distant from social issues to take a first step closer.
I consistently emphasize that IP is not the objective of public welfare—it is a language and a medium. Our responsibility lies in transforming it into a tool for public communication, enabling individuals from diverse cultural backgrounds and social roles to develop understanding and trust through shared experiences, and to participate naturally in public welfare efforts as a result.
ICSO: When advancing public welfare projects related to China–Japan cultural exchange, cultural differences are often unavoidable. How do you balance cultural diversity with philanthropic objectives in practice?
龟田慎吾：我认为，跨文化公益的本质不在于输出一种文化的价值观，而在于创造一个可以进行平等对话的公共空间。在设计和实施中日文化交流项目的过程中，我们始终坚持本土化视角，确保每一项活动都尊重当地的文化习俗和社会背景。
慈善目标固然重要，但实现这些目标需要耐心、同理心和持续沟通。通过共同参与和分享经验，人们更有可能在非对抗性的环境中建立信任。这种信任并非立竿见影，而是文化交流产生真正社会价值以及跨文化公共福利项目得以长期持续的基础。
ICSO：除了跨文化交流之外，您还深度参与了社区养老服务，将主题公园体验引入老年人群体。是什么观察和思考促使您朝着这个方向发展？
龟田慎吾：随着社会老龄化加剧，老年人在公共话语中的地位正在发生显著变化。通过多次社区走访和实地调研，我逐渐意识到，老年人面临的诸多挑战并非仅仅源于物质层面，而是根植于社会参与和情感联系机会的减少。
