In Conversation with an ICSO International Public Welfare Ambassador Kylee Withers, Goodwill Ambassador of Walt Disney World Resort, Florida

Kylee Withers is a rising representative figure in the field of public affairs and sustainable development in the United States. She currently serves as the 2026–2027 Goodwill Ambassador of Walt Disney World Resort, Florida, where she has been deeply engaged in advancing environmental public welfare initiatives within the resort’s operational and community outreach framework.

Through the initiation and implementation of the “Green Park” thematic initiative, Kylee Withers has consistently promoted low-carbon lifestyles among visitors and local communities, encouraging the integration of sustainability principles into everyday decision-making. By emphasizing public participation as a catalyst for environmental awareness, she has contributed to the broader dissemination of ecological responsibility through accessible and inclusive platforms. In recognition of her systematic and sustained achievements in environmental advocacy across public platforms, Kylee Withers was awarded the title of 2026 ICSO International Public Welfare Ambassador.

Within ICSO’s global efforts to advance sustainable public welfare agendas, Kylee Withers stands as a practitioner of demonstrative value. As an International Public Welfare Ambassador, she integrates ecological responsibility into the sphere of mass culture, connecting individual choices with shared public values through consistent and pragmatic action. By combining advocacy, cross-sector collaboration, and public communication, her initiatives continue to expand the societal reach and long-term impact of environmental consciousness. This interview offers insight into how a young public welfare ambassador responds to the challenges of our time through action, while also providing a replicable pathway for global public welfare communication.

ICSO: First of all, congratulations on being honored as a 2026 ICSO International Public Welfare Ambassador. As someone who has been actively advancing environmental public welfare on globally recognized platforms, what does this title mean to you personally and professionally?

Kylee Withers: Thank you sincerely for the recognition from ICSO. To me, this title represents far more than a personal honor—it is a clear and solemn affirmation of responsibility. Being an International Public Welfare Ambassador does not signify a single project or a short-term achievement; rather, it represents an ongoing public role that requires long-term commitment.

This designation compels me to adopt a more comprehensive and systemic perspective when considering the role of environmental protection within social structures. It means treating sustainability not as a standalone initiative tied to a specific institution or cycle, but as a public commitment oriented toward society at large and future generations.

I firmly believe that public welfare with genuine social value must be capable of continuously shaping public understanding, gradually influencing behavioral patterns, and ultimately becoming embedded in the everyday mechanisms of social operation. Receiving this title has further strengthened my determination to translate sustainable development principles into practices that are understandable, accessible, participatory, and enduring for the public.

ICSO: You are currently responsible for environmental public welfare initiatives at Walt Disney World Resort in Florida—a platform with significant social influence and public reach. What initially motivated you to integrate environmental issues so deeply into a public cultural space?

Kylee Withers: This decision stems from my early academic training and community-based experience in public affairs. Over time, I came to recognize that when environmental issues remain confined to policy discussions, academic research, or professional advocacy circles, their impact is often limited and struggles to translate into broad and lasting social consensus.

Public cultural spaces, by contrast, possess an inherent capacity for emotional connection. They provide non-confrontational environments in which complex issues can be transformed into narratives that people are willing to engage with and understand. Theme parks, in particular, are spaces shaped by shared memories, family experiences, and social interaction, making them powerful carriers of values embedded within daily life. By leveraging such a platform, I aim to move environmental protection beyond abstraction, transforming it into a tangible, experiential, and actionable lifestyle choice that people can perceive, participate in, and sustain.

ICSO: Within the “Green Park” initiative that you have led, what specific strategies have been employed to encourage low-carbon practices among visitors and local communities?

Kylee Withers: At the structural level, we adhere to a principle of gradual progression combined with experiential engagement. Operationally, we focus on systematically optimizing internal processes by embedding sustainability into resource circulation, energy management, and waste classification and reprocessing systems. In this way, sustainable development becomes a default element of daily operations rather than an optional add-on.

From the perspective of public participation, we place strong emphasis on communication design. Through narrative storytelling, interactive experiences, and visualized outcomes, we help visitors understand the tangible relationship between individual behavior and environmental impact. Importantly, we avoid framing low-carbon actions as obligations or sacrifices. Instead, we highlight the positive effects and sense of agency that accompany these choices, enabling environmental awareness to emerge naturally through participation.

ICSO: From a public welfare communication standpoint, how do you maintain a balance between entertainment experiences and public interest objectives, ensuring that environmental messaging is neither diluted nor reduced to symbolism?

Kylee Withers: This is an ongoing challenge that requires constant reflection and adjustment. I believe the key lies in respecting the integrity of the public experience rather than simply overlaying entertainment content with moral messaging. Public welfare should not rely on instruction or persuasion alone; instead, it should be embedded within thoughtfully designed contexts that evoke emotional resonance and intuitive understanding.

Whether in program design or communication channels, we prioritize the participant’s perspective, allowing public welfare values to integrate seamlessly into the overall experience. When environmental action becomes an intrinsic part of the experience itself—rather than an external demand—it avoids marginalization and gains greater durability and communicative impact.

ICSO: In practice, have you encountered situations where public understanding or willingness to participate in environmental initiatives was limited? How do you typically address these challenges?

Kylee Withers: Such situations are quite common and align with the natural dynamics of social behavior change. Shifts in mindset take time, and I never expect immediate results. Instead, I focus on long-term influence and cumulative impact.

By maintaining consistent communication, offering patient and transparent explanations, and providing clear and feasible action pathways, we gradually build public trust. When individuals feel that their choices are respected and that their actions lead to visible and meaningful outcomes, participation tends to increase organically. This internally driven motivation is precisely what allows public welfare initiatives to sustain themselves over time.
