ICSO’s executive director team includes members with experience across a range of industries and fields. Gates Yao founded ICSO at the age of 13 and served as Chairman of the ICSO US branch from 2019 to 2024. He has studied in Britain and the United States since junior high school and loves public welfare and entrepreneurship very much. In addition to establishing ICSO, he founded many well-known general welfare organizations and successful enterprises. He graduated from the University of California, Berkeley and is also an excellent research scholar in public welfare sustainability and education. He has published many papers and views in the National Institute of social innovation and charity and was rated as an honorary scholar in 2022.
Richard Xie

Richard Xie is one of the co-founders of ICSO and is currently the chairman of the ICSO UK branch. He graduated from Cambridge University and is also the chairman of Shenzhen Tonghua international public welfare project center. Since becoming ICSO UK, he has led ICSO UK’s team to create many well-known general welfare projects and made the ICSO UK branch become a prominent local public welfare organization in the UK from scratch. It has made outstanding contributions to the development of the ICSO UK branch.
Carol Yi

Carol Yi is one of the co-founders of ICSO and is currently the chairman of the ICSO CN branch, graduated from Sheffield University and is an internationally renowned expert in social innovation. Over the years, she has published many journals and papers on the icwp white paper, providing high-quality social innovation solutions for 5000 + public welfare partners of the world’s largest alliance of public welfare organizations. After joining ICSO, she adheres to the principle that innovation is the cornerstone of development. She has created many high-quality general welfare projects in China and cooperated with different types of companies, enterprises, and governments.

Tony Song
Tony Song joined ICSO in 2018 as secretary-general, mainly responsible for finance. He graduated from the University of London and has worked in CITIC Securities and other investment institutions, with experience in financial analysis and risk control.
Samantha Luo
Samantha Luo joined ICSO in 2019 as deputy secretary-general, mainly responsible for operations; she graduated from the Department of Education of Pushkin University and has many years of experience in large-scale event planning. She is the founder of the closed-eye public welfare concert and the planner of many internationally renowned public-welfare activities.
