ICSO: As the President of Guinea-Bissau, how do you view peace and stability in Africa and around the world?
Embaló: Peace and stability are the cornerstones of global development. This is especially true for Africa, where a stable political environment and security conditions are crucial for economic growth and social progress. As a leader in West Africa, I am deeply aware of how regional conflicts, extremism, and political instability impact people’s lives. Therefore, I have consistently advocated for resolving disputes through diplomatic means, strengthening national governance, and promoting regional integration so that our country and neighbors can develop in an environment of peace and cooperation.
ICSO: Under your leadership, what efforts has Guinea-Bissau made toward regional peace and security?
Embaló: Guinea-Bissau has long faced challenges of political instability. During my term, we have focused on consolidating national security through democratic reforms and the rule of law. I have actively promoted domestic political reconciliation to ensure smooth transitions of power. At the same time, I have engaged in regional conflict mediation within the framework of the Economic Community of West African States (ECOWAS), facilitating peace talks. For example, I maintain close communication with leaders in Mali, Burkina Faso, and other countries to help ease tensions and encourage dialogue. Additionally, we’ve strengthened cooperation with the United Nations and the African Union to enhance anti-terrorism efforts and jointly combat extremist forces, safeguarding regional security.

ICSO: How do you view the role of the international community in promoting peace and development in Africa?
Embaló: The international community plays an indispensable role in Africa’s peace process, especially by providing economic aid, technical support, and conflict mediation. Guinea-Bissau is a small country, and we need to work together with international partners to promote sustainable development. I have always emphasized that international cooperation should be based on mutual respect and win-win outcomes. For instance, we have established close cooperation with the European Union, the United Nations, and countries such as China and Portugal to support infrastructure development, economic reforms, and social progress. These efforts aim to improve living conditions and reduce the root causes of conflict.
ICSO: In recent years, terrorism and transnational crime have been on the rise in West Africa. What measures has your government taken to address this challenge?
Embaló: Terrorism and transnational crime are among the greatest threats to stability in West Africa. To combat these threats, we have taken several measures. First, we have strengthened security cooperation with neighboring countries through intelligence sharing, joint military operations, and border control to curb the expansion of terrorist groups and criminal networks. Second, we work closely with ECOWAS, the African Union, and international partners to develop regional security strategies to combat drug trafficking, human trafficking, and other transnational crimes. We also prioritize economic development and youth employment, as many extremist groups recruit young people through financial incentives. By creating more job opportunities, we aim to eliminate the breeding grounds of terrorism at their roots.

Embaló: Africa is rising, and our voices deserve greater attention and respect in global governance. Currently, decisions in international affairs are often dominated by major powers, but I believe African countries should actively participate in the reform of global governance systems to secure more influence for peace and development in our region. As a national leader, I have been pushing for Guinea-Bissau to play a more significant role in international organizations like the United Nations and the African Union. I hope our country can have a stronger impact on global affairs.
ICSO: What are your hopes for the future of peace and development in the region?
Embaló: I have always believed that peace and development go hand in hand. A stable environment is essential for driving economic growth and social progress. I hope that in the future, West Africa—and Africa as a whole—can achieve lasting peace through enhanced regional cooperation, deeper democratic governance, and greater economic integration so that our people may enjoy a more prosperous and secure life.
